Road Bike Skate

How would I get my town to make a change?
I currently live in a town with an unpaved bike path that is very anoying to ride a bike on. When it rains you can't run on the trail for day's due to puddels and mud. I popped my bike tire on the bike path twice becouse of glass. I live in a town that has approx. 5000 children in it. There are a lot of skateboarders/ Rollarblader's in our town, but unfortnatly our 2 skateparks closed. So the skateboarders are forced to skate on the road instead of the safe bike path becouse it is unpaved. I would like to encourge my town to pave the bike paths, the towns around us have there bike paths paved. I need pro's and cons of the paved bikepath and how to go about bringing this change to our town.
First you need to get all of your ducks in a row.
Make sure you have accurate numbers on usage and potential usage.
Figure out how the paving and maintenance will be paid for.
You can even go so far as to call for asphalt pricing, have those numbers available.
Then call the town clerk and ask to be put on the agenda for the next town council meeting.
Go to the meeting and lay your plan out. They will debate it for two meetings then vote on it.
The more facts and figures you have, the more they will pay attention to you.
