Racing bike? Do I need a bell?

Hi there,
I've recently got into cycling and have even joined a club/group. Until now I've borrowed a friends bike but I've decided to get my own racing bike. But I'm not sure which type to get and what to get with it. I don't want anything too expensive, just the basic model. Also do I need to have a bell on my bike? One friend told me I should and another told me it's not necessary but I was wondering about safety guidelines or anything like that. Is there anything that is necessary or not? Or anything that could help me? Sorry if my questions sound a bit stupid, I'm fairly new to this racing thing. Thanks in advance for your answers.

It depends what you want the bike for and how much you want to spend so i'd ask the people at your club/group because they will know what bike is suitable for what your doing. But i don't think you need a bell, its up to you really whether you want to keep it on or not:-)
